Old insulation compresses and shifts. Below the top of a 90 mm joist it is doing little, and new batts laid over it trap decades of dust underneath.

Contaminated insulation goes out in sealed bags, and the cavity is vacuumed before anyone works up there again. Licensed handling arranged where it is needed.

Ceiling coming down, roof coming off, or a cavity that needs a reset before new batts. We clear it to bare joists and photograph it.

Asthma or dust in the house
40 years of dust, grit and debris sit above the plaster and drift down through every downlight. HEPA extraction takes it out rather than stirring it up.

About the VEU rebate
The VEU rebate applies to ceiling insulation only.
Victorian Energy Upgrades activity 48 covers ceiling insulation in existing homes. It does not cover this service. If your ceiling also needs work, that line of the quote may qualify and the rebate comes off it before you pay.
