Landlords, property managers and renters
Rental ceiling insulation from 1 March 2027.
Pro Insulation Corp Pty Ltd is an Accredited Person for VEU ceiling insulation (activity 48). The rebate comes off your quote before any work starts.
The rule
R5.0 where none exists.
Consumer Affairs Victoria has set a minimum standard for ceiling insulation in rented homes.
From 1 March 2027, a new rental agreement, or an existing agreement converting to month-to-month, needs ceiling insulation rated at least R5.0 where no ceiling insulation exists.
It does not apply where some insulation exists, even if it is below R5.0.
Where some insulation exists but it averages under R2.0, the VEU rebate can still apply to a top-up. A home check tells you which case applies.
The VEU rebate for rentals
Applied on the landlord's quote.
Pro Insulation is an Accredited Person under Victorian Energy Upgrades. The rebate comes off the written quote before any work starts.

What happens on the day
Safety check, install, photos, paperwork.
The same sequence for every home, owned or rented.
Step 1: Electrician safety check first
A licensed electrician checks the wiring and downlights before any insulation goes in.
Step 2: Report at least 24 hours before install
The landlord and property manager get the electrical report at least 24 hours ahead.
Step 3: Install in about a day
Our employed crew installs the insulation. Most homes take about a day. Access is arranged with the property manager.
Step 4: Photos the same day
Before and after photos are sent the same day, so nobody needs to climb into the roof to check.
Step 5: VEU paperwork lodged by us
The owner signs the VEU form. We lodge everything with the Essential Services Commission.
Property managers
Send us your portfolio.
Contact details first. Tell us roughly how many properties, and list addresses if you have them to hand. We reply by email within 1 business day with the next step.
Renters
Your landlord makes the request.
Renters cannot request the VEU upgrade themselves. The owner agrees to the work and signs the VEU form. You can forward this message to your landlord or property manager.
