Most houses, townhouses and top-storey units with little or no ceiling insulation qualify. Here is what the program looks for.

A house, townhouse or top-floor unit
Class 1 homes and single top-storey units in a Class 2 building. Garages, sheds, walls and underfloor are not covered. Ceilings only.

Under R2.0 in the ceiling now
No insulation, foil only, or old batts that average below R2.0, about 90 mm deep. Foil on its own counts as none. Do not disturb it before the assessment, it is the evidence.

Halogen downlights
The most common blocker, and fixable. An electrician swaps each one for an IC-4 fitting at $90 including GST, with a $180 call-out under 10 fittings. Then the install goes ahead.

No ceiling work in 5 years
New ceilings, extensions and renovations in the last 5 years are excluded, and each address gets activity 48 once. Everything else is quoted at full price, in writing.
